Background of the Study
Job rotation is recognized as a strategic human resource practice that facilitates comprehensive employee skill development and enhances organizational adaptability. In government parastatals within Owerri West, employees are periodically rotated through various departments, enabling them to acquire diverse competencies and a holistic understanding of public service operations (Onyema, 2023). This practice not only broadens individual skill sets but also helps organizations identify latent talents and improve service delivery (Umeh, 2024). Empirical evidence suggests that job rotation can lead to increased employee satisfaction, reduced monotony, and enhanced innovation by exposing staff to different operational challenges (Okoro, 2025). Despite these advantages, challenges such as resistance to change, inadequate training during transitions, and managerial reluctance may limit the full potential of job rotation programs. This study explores the effectiveness of job rotation in enhancing skill development among employees in government parastatals, aiming to provide evidence-based recommendations for improving human resource practices in the public sector.
Statement of the Problem
Government parastatals in Owerri West have implemented job rotation to foster skill development; however, several issues hinder its effectiveness. Employees often experience confusion over role expectations, and the lack of structured training can lead to suboptimal skill acquisition (Egbunike, 2023). These challenges raise concerns about whether job rotation truly contributes to professional growth and operational efficiency. The study aims to identify and address the shortcomings of current job rotation practices and to determine the factors that impede the realization of its full benefits (Nwachukwu, 2024).
